New approaches and ideologies in terms of social inclusion for disadvantaged people in the EU have been examined in this research.First, the newly introduced laws and policies related to equal opportunities and anti-discrimination, such as the EU directive 2000/78/EC, EUROPE 2020 and the Renewed Social Agenda, have been focused upon within a socio-economic context.Second, the transpositions of EU directives in the field and the impacts of EU treaties and polices on its member states have been analyzed based on literature review and survey.Third, diversity and convergence in the implementation of the laws and policies among the member states have been discussed by way of comparison of the research data. Consequently, the shared fundamental approaches and ideologies within the EU have been pointed out. These approaches and ideologies are also influenced by the emergence of a new relationship between the EU and the UN in respect to equal opportunities and human rights. The relationship is symbolically illustrated by the formal confirmation of the UN Convention on the Rights of Persons with Disabilities by the EU in 2011.Fourth, significance and limitations of the shared approach have been taken into account as well as the multi-tiered governance within the EU.Finally, certain suggestions brought from the EU experience to the present reforms of Japanese related laws and policies have been considered. Also, the necessity of the introduction of Equity law irrespective to age, disability, race and ethnicity, religion and belief, and sexual orientation, has been discussed.

本研究探讨了欧盟在弱势群体社会包容方面的新方法和新意识形态。首先，在社会经济背景下，重点关注了新出台的与平等机会和反歧视有关的法律和政策，如欧盟指令2000/78/EC、欧洲2020和更新的社会议程。通过文献综述和问卷调查，分析了欧盟指令在该领域的转换以及欧盟条约和政策对其成员国的影响; 3通过比较研究数据，探讨了欧盟成员国法律和政策实施的差异性和趋同性。因此，指出了欧盟内部共同的基本方法和意识形态。这些方法和意识形态也受到欧盟与联合国在平等机会和人权方面新关系的影响。2011年欧盟正式批准《联合国残疾人权利公约》，标志着这一关系的确立。第四，考虑到欧盟内部的多层次治理以及共同方法的意义和局限性，最后，借鉴欧盟的经验，对当前日本相关法律和政策的改革提出了一些建议。此外，还讨论了不分年龄、残疾、种族和族裔、宗教和信仰以及性取向实行平等法的必要性。
