项目摘要

平成23年度は神戸市立中央図書館と横浜市史資料室(横浜市中央図書館内)を中心に高級船員の労働と密接な関係にある港湾インフラに関する資料調査を実施し、戦間期の神戸港におけるインフラ整備の展開過程とその利用実態を把握した。また以下の通り研究発表を行った。まず昨年度に実施した資料調査の成果を踏まえ、中堅海運企業における高級船員の人事管理を、三菱商事船舶部と北日本汽船の2社を事例として検討し、雑誌論文にまとめた。続いて事務系ホワイトカラーの供給源であった官立高等商業学校を対象に、企業への人材供給の実態を分析し、学会報告を行った上で雑誌論文として公表した。神戸・山口・名古屋・彦根の4校を取り上げて卒業者の動向を比較した結果、神戸高商が海運業界に多くの人材を供給していたことが裏付けられたものの、各高商とも銀行への就職者が多かったことが判明したため、都市銀行を対象に分析を行い、いかなる役割が高商卒業者に期待され、どの程度の地位まで到達できたのかを論じた。さらに昨年度の学会報告で取り上げた大阪商船の退職給付に関する事例研究を進めた。退職手当規程の内容とその変遷を追跡した上で、一次資料に依拠して1925年から1938年の14年間における高級船員の退職実態を検討し、雑誌論文を執筆した(6月刊行予定)。1899年に制定された退職手当規程は、1907年に受給資格を5年以上の勤続者に限定する改正が行われ、長期勤続を促す方向性が明確になり、1918年の改正でこの傾向はさらに強まった。1920年代以降は業績の悪化に伴い、退職手当の減額を余儀なくされたが、手厚い経過措置により、不利益に対する配慮がなされていた。1930年代初頭の海運不況下においても関連会社を活用して雇用を確保する取り組みが国内航路の再編成と併せて行われていたものの、人事政策は変容を迫られていた。
