自然災害による産業部門の経済被害を軽減するには、事前の防災投資や事後的な復旧対応策を組み合わせることで、被災後の生産能力の低下を軽減するとともに早期の復旧を実現する必要がある.費用便益分析を行い事前・事後の対策を効率的に組み合わせた計画を策定するには、復旧の過程を考慮して災害による経済被害の総額を事前に予測することが不可欠である.本研究は、復旧の過程を考慮して自然災害による経済被害を評価する手法を構築することを目的とする。特に各経済主体に様々な形で帰着する経済被害を集計し被害の総額を評価する際には、二重計算など被害評価における整合性の問題を回避する必要があることに着目し、経済被害を整合的に評価する手法を提案する.本年度は、経済被害の整合性の問題の論点について整理するとともに、価格の変化による家計需要の変化の影響を考慮した整合的被害評価方法を提案した。これにより、近年災害の経済被害評価などにも利用されてきている応用一般均衡モデルを用いて、復旧の全過程を通して生じる経済被害の総額を整合的に評価できることが可能となった。また提案した整合的評価方法に基づいて、地震による経済被害の総額を事前に予測できる手法を提案した。この手法では、地震動のデータが事前に与えられた上で、電力などの供給系ライフラインの途絶状況や生産資本の被害を推計し、またそれらの復旧シナリオに基づいて、各地域レベルでの経済被害の総額を評価できる手法とした。また開発した手法を新潟県中越地震に適用し、過去に研究代表者らが行ってきた中越地震の被害調査結果などを基礎データとして利用することで、中越地震による経済被害評価を行った。

The proposed method of assessment is based on the analysis of earthquake damage and prediction.
