7世紀から8世紀にかけての辺境防衛体制の国家的な変化を捉え、また近年の律令研究の進展を踏まえた大宝律令の相対化の視点を導入することによって、大宝律令編纂という国家的事業の時代性を強調する「律令継受の時代性-辺境防衛体制からみた-」(大津透編『律令制研究入門』名著刊行会、2011年12月)を世に問うた。辺境問題を研究することと律令研究の相互作用という手法は、今後の自身の研究における一つの柱でもあり、ストレートに大宝律令をめぐる学説史にも切り込むことができ、学界全体の今後の研究に活かされるべき論点を提示できた。また11月には第109回史学会大会報告「大宝律令の制定と「蕃」「夷」」を成功裏に終えた。大宝律令によって、古代国家が「化内」に対する「化外」を「諸蕃」と「夷狄」とに区別していたという従来の説に根拠がないことを示し、あわせてその後の「蕃」「夷」の区別、あるいは「夷狄」観念の成立の問題を、従来とは全く違う形で論じた。強固に説かれ続けてきた学説を批判したわけであるが、報告後の各研究者の反応は概ね自説に好意的であり、古代国家の対外認識/自己認識の変遷を考える上で無視することのできない、また、大宝律令の位置づけを考える上でも重要な問題を提起しえた研究と考えている。報告を元とした論文は現在投稿中である。また、史学会報告の内容とも関連する律令における帰化規定の問題について、2012年5月に学会報告の機会を得ており(第57回国際東方学者会議)、今年度の夏に参加した唐代史研究会などで培われた知見なども活かしながら、日中双方の史料を用いた律令と現実との齟齬の問題に関する新たな研究を進展させている。
