项目摘要

21年度研究結果を踏まえて、米国、豪州、自発的市場(シカゴ気候取引、ボランタリーカーボンスタンダード(VCS))、CDMにおける農業部門の方法論について横断的な比較を行った。その際、後述するように近年その重要性を急増しているVCSを中心とした自発的オフセット市場調査を補完的に行った。さらに、その比較に米国を中心とした排出権市場創設に関する政治的な動向調査結果(連邦政府案の作成にかかわった上院議員スタッフ、全米農民同盟等へのインタビュー結果)を加えることで、国際的な枠組みと政治構造との関係を分析した。その結果、農業部門を排出権市場に導入するための国際的枠組みの構築に関して以下を明らかにした。(1)自発的オフセット市場が革新的な方法論の先導的役割を果たしており、それを各国・機関が戦略的に活用し、自らの方法論をデファクトスタンダード化する動きがあること。(2)方法論上、最大の課題であるベースライン(追加性)については、必ずしも厳格な基準に依拠することを求めないことが一般的な傾向であり、そのことが方法論策定の政治性をもたらしていること。(3)自発的オフセット市場における方法論を先進国、とくに米国の将来市場が採用するか否かが国際的枠組みの構築において決定的な影響を与えうること。自発的市場についての国際的専門家であるEcoagriculture PartnersのSherr博士(理事長)およびケニア農地土壌オフセットプロジェクトマネージャーのLager氏を招聘した国際シンポジウムを2011年3月9日に東京で開催し、政策研究という側面からの研究結果の社会的共有にも努力した。排出権市場における農業部門の取り扱いについて、科学的な方法論と政治的課題との密接な関連性を明らかにした本研究は、今後の国際的枠組みの構築に大きな意義を有すると考える。
