项目摘要

本年度は以下を実施した。まず、国内の農村振興政策の裁量度を定量化するためのワークショップはコロナ禍の下で実施することは引き続き困難であったことから、自治体の農村振興政策実務担当者に対してヒアリングを実施した。具体的には、自治体の農業農村振興に関連する予算構造の分析を踏まえたうえで、多面的機能支払が農村振興政策の最大の予算項目になっている市担当者に対して、実施業務のプロセスを聞き取るとともに、交付金交付要綱で定められている主要な項目について、同額の交付金を自らの裁量で制度設計する場合を仮定したとき、国の設定している基準との乖離を項目ごとに聞き取った。この作業は裁量度計測のための予備的な作業としての位置づけを有するが、これにより国の基準からの乖離について項目ごとに差異がある可能性が強く示唆された。さらに、欧州連合の共通農業政策の農村振興に関する予算の裁量度分析については、新たなCAPのもとでの各国の戦略計画が概ね承認されたことを踏まえて、その概要の比較、特に新設のエコスキームの比較を行った。さらに、CAPの第二の柱における環境支払い制度が州単位（自治体単位）で実施されていた国において、国単位での戦略計画策定に伴い制度の地域特性がどのように変化したかを、イタリアを事例に分析した。とくに、エコスキームを第二の柱の環境支払いを補完するものとして制度設計するか否かについては各国での差異がみられ、この点についても地方裁量度への着目も本研究上、重要な視点となることを確認した。
