The purpose of this research is to examine the establishment of a civil aviation network in Taiwan during the Cold War period, and expound on US-Taiwan relations through this aviation network. Some facts explain that the aviation policy of Taiwan was established by two factors. First, the financial difficulties of the government of Taiwan, and second, the relations between the US and Taiwan, which can be summed up as follows:(1) The civil aviation law(1953) was enacted to restrict operations of foreigner-owned civil aviation companies headquartered in Taiwan, but Taiwan introduced the statute of investment by foreign nationals(1954), which permitted foreign aviation companies to invest capital and continue operations.(2) Airlines companies that were established by Taiwanese were confronted with financial stringency, which led to inability to keep commuter flights. As a result, they undertook chartered flights and contracted in consignment with the US military to improve their economic viability.

本研究旨在探讨冷战时期台湾民航网络的建立，并透过此航空网络来阐述美台关系。一些事实说明，台湾的航空政策是由两个因素决定的。第一，台湾政府的财政困难;第二，美国与台湾的关系，可以归纳为以下几点：（1）1953年制定的民航法限制了总部设在台湾的国有民航公司的经营，但台湾在1954年推出了外国人投资法，允许外国航空公司投资并继续经营。(2)由台湾人建立的航空公司面临着财政紧缩，这导致无法保持通勤航班。因此，他们与美国军方签订了包机和托运合同，以提高其经济可行性。
