项目摘要

近年、母子家庭は増加している。母子世帯の年収は他の世帯に比べて低いが、一つの要因は、母子家庭の母親の非正規就業率が高いからである。本稿では、労働政策研究・研修機構「母子家庭の母への就業支援に関する調査」2008を用い、母子家庭の母の就業選択に関する分析を行なった。母子家庭になる直前に無業の者の就業選択については(1)正規就業確率を低めるのは末子6歳以下で年齢が高く死別である場合である、(2)非勤労収入は非正規就業の確率を下げるがその大きさは小さい、(3)母子家庭になった直後の就業形態は現在の就業形態に対して履歴効果を持つ、(4)ヘルパーの資格が正規就業確率を高める、ことが明らかになった。また、母子家庭になる直前に非正規就業の者についてもほぼ同様の傾向が見られた。以上より母子家庭になった直後の就業支援、現在労働需要のある資格取得の支援の充実が就業促進に必要であると考えられる。また、特に正規就業促進に必要なことは保育の充実と女性が年齢等によらずに正規就業しやすくすることである。

In recent years, mother and child families have increased. The age of mother-child family is lower than that of other families, and the informal employment rate of mother-child family is higher. This manuscript is based on the "Survey on Employment Support for Mothers and Children in Families" conducted by the Institute for Policy Research and Research in 2008, and an analysis of employment support for mothers and children in families. The employment selection of unemployed persons in mother-child families is: (1) the accuracy rate of formal employment is low;(2) the accuracy rate of informal employment is low;(3) the employment pattern of mother-child families is high;(4) the eligibility rate of formal employment is high;ことが明らかになった。The tendency of children and mothers to work together in informal employment has been observed.
