地域主権の視点から知識情報社会の国土形成に適した大型公共事業・社会基盤整備の在り方を研究した。この研究は従来の中央集権型地域政策でなく地方分権型地域政策の視点から、国土政策の思考過程を都市の論理と村落の論理の対立から両者を止揚して把握することに努めた。具体的には八ッ場ダム建設や新幹線建設などを例に、大型公共事業の整備やその建設中止・延期が地域づくりや国土構造形成に与える影響を研究し、地域主権に基づく地域開発哲学の在り方を検討した。その結果、次の結果を得た。工業化社会から知識情報化社会への転換し、人口縮減時代に入った日本は、市民も行政も混乱しており、国民、とりわけ若者に夢と希望を持って住みたい・働きたい社会・まちを創ろうとする新しい開発哲学・まちづくり哲学が不可欠となっている。かかる開発哲学に基づいた地域論の構築には、"ものづくり"中心の社会構造から"ものづくり"を基盤に"ひとづくり"・"時間づくり"に重点を移した社会構造にする必要がある。また、交流・情報・文化・創造・個性化・コンパクト化・国際化・多様化・ボーダレス化・地域連携をキーワードに、地域性を無視した大規模開発から地域資源を活かした地域づくりへの転換が求められる。かかる開発手法は、資本の論理・生産者の論理・強者の論理による地域経営から地域の論理・消費者の論理・弱者の論理に重点を置いた地域経営への転換を意味する。そのためには統治形態を中央集権型から地方分権型へと転換させ、地域主権を確立するための新たな開発哲学を創造する必要がある。また、新たな開発哲学に基づく地域づくり・まちづくりに努め、21世紀のあるべき国のかたちへと日本を再構築しなければならない。東日本大震災の復興には新しい開発哲学に基づいた復興グランドデザインを構築して推進する必要がある。そのためにも、この開発哲学に関する研究を更に深化させることが重要である。
