项目摘要

I examined how intellectual property rights (IPRs) protection affects economic growth by endogenizing policy formation process. I found that if the government is corrupt and pays much attention to political donation, the government strengthens patent protection and increases innovation. I also found that IPRs policies in less developed countries tend to be weaker than those in developed countries and the governments of less developed countries freeride strong IPRs protections in developed countries. This implies that patent protection level at the whole world is weaker than their optimal level.

我研究了知识产权保护如何通过使政策形成过程内生化来影响经济增长。我发现，如果政府腐败，重视政治捐赠，政府就会加强专利保护，增加创新。我还发现，欠发达国家的知识产权政策往往比发达国家的知识产权政策要弱，欠发达国家的政府对发达国家强有力的知识产权保护是免费的。这意味着全球范围内的专利保护水平低于其最佳水平。
