This study is an attempt to delineate and analyze the history of reords and archives management in central government of post-war Japan. The government bureaucracy has been forced to review the document management methods of conventional machine. A series of Open Government Law development (for example, The Archives Act, the National Archives Act and the Freedom of Information Act) has promoted the discussion of the nature of the document control administration and the archives management. These trends are regarded as a "political process of the government records reform", in which governmet is muddling through with the interactions of stakeholders. The research is based upon three viewpoints; (1) administrative history of Japanese bureaucracy, (2) current situation of government records, and (3) comparative public-private bureaucracy.

本文试图对战后日本中央政府的记录与档案管理的历史进行梳理和分析。政府官僚机构被迫重新审视传统机器的文件管理方法。 一系列开放政府法的制定（如《档案法》、《国家档案法》和《信息自由法》）促进了对文件控制管理和档案管理性质的讨论。这些趋势被认为是“政府档案改革的政治过程”，政府在利益相关者的互动中得过且过。本研究以三个观点为基础：（1）日本官僚制的行政史;（2）政府档案的现状;（3）公私官僚制的比较。
