The research named 'Dosyu-system plan in Japan and prefectural fiscal externality' discussed the first of three points in introducing Dosyu-system plan in Japan: how combine current prefectures?; which tax instrument should be attributed to new 'Dosyu's?; where captal cities of each 'Dosyu' locate? We propose that measured fiscal externality among prefectures are used to evaluate the combinations. Empirical analysis on a spatial econometric model and recent prefectural level statistics was conducted. Our result showed that the 11-Dosyu plan should be introduced to minimize current fiscal externality.The reserach named 'Multiple testing problem in spatial autocorrelation test' showed that the distance decay parameter plays a significant role in the multiple-testing problem of spatial model.

本研究以“日本的统休制计划与都道府县财政外部性”为题，探讨了日本引进统休制计划的三个问题中的第一个问题：如何对现有都道府县进行联合收割机整合？哪一种税收工具应归属于新的“Dosyu”？每个“Dosyu”的首府城市在哪里？我们建议，测量的财政外部性的县之间的组合进行评估。利用空间计量经济学模型和近期地级市统计数据进行了实证分析。结果表明，为了最大限度地降低当前财政外部性，应该引入11-Dosyu计划。“空间自相关检验中的多重检验问题”研究表明，距离衰减参数在空间模型的多重检验问题中起着重要作用。
