在未来老龄化社会的人口减少时期，为了了解2030年和2010年这两个时间点的公共大厅的效用范围的过渡，本研究考虑到情况后放置的使用面积水平和老龄化设施的竞争设施，进行了案例分析，并提出了今后广域行政区重组规划的构想。进一步分析了本研究所针对的区域城市中对公共大厅产生重大影响的区域，并了解了2011年3月发生的东日本大地震中公共大厅的破坏概况，提出了今后发展可持续公共大厅管理系统的必要性和区域情况。
