项目摘要

1.本研究の仮説は、建国後から文革期まで、中国の国家統合原理が毛沢東のカリスマを中心に置くイデオロギー統合集権制だったとし、この原理が文革終焉期に衰弱。代わって伝統的「天下原理」が復活しつつあり、「中華」が呼号されているとする点にあった。2.本研究の目的は、以上の仮説を、(1)内蒙古を対象地域とし、(2)資料・文献収集による研究、(2)現地の学者への面接、(3)日本滞在中の留学生・学者への面接によって検証する点にあった。3.(1)現地訪問について:当初訪問を平成24年9月としたが、研究代表者の健康回復が遅れたため代表者は日本国内で内蒙古から来日する学者に面接。研究分担者が現地訪問を行った。(2)研究代表者は12月8日滋賀県立大学に赴き国際シンポに参加すると同時に都時遠教授、ナスンバヤル教授、張海陽教授の3名から中国の民族政策と統合原理について取材した。研究分担者は平成24年5月22日から6月19日までと10月28日から11月6日まで、さらに平成25年3月3日から3月21日まで計3回フフホト市、オラーンホト市を訪問、文献収集と学者取材を行った。(3)仮説の検証を通じて、中国の「区域自治」の民族政策がその革新を迫られる「過渡期」にあり、そこに「第2次民族政策」に関する論争が行われていることが判明した。(4)論争は民族概念から政治性を抜き去る「脱政治化」の提起と、内蒙古の「自治」に纏わる「内向き」の「自利」の限界、「外向き」の「利他」の「共治」の提起を巡る論争だった。4.本研究の意義は文献研究と取材から、この論争の背景に漢族大量移民によって内蒙古総人口に占めるモンゴル人が17%に激減しただけでなく、遊牧が定住牧畜に変容を迫られたため草原の自然生態系の退化を招いていること、そこに論争の焦点もあったことが判明した点にある。
