项目摘要

戦間期の日本外務省内における対外政策の諸潮流を分析対象とした本研究は、今年度の研究活動によって以下の成果を挙げることができた。まず、本年度の最も重要な研究課題に据えていた米国側の外交史料および個人文書の収集を、概ね計画通りに実施できた。具体的には、米国公文書館の国務省史料(RG59)やスタンフォード大学所蔵のStanley Hornbeck Papers、Eugene Dooman Papers、公文書館所蔵のNorman Davis Papers等である。昨年度は1930年代の史料収集を行ったが、今年度は引き続き30年代の史料と、1920年代の史料収集も行った。この結果、満州事変(1931年)前後である種の分断がなされていた従来の外交史研究とは異なり、より巨視的かつ立体的に当該時期の日本外交の一貫性を捉える上での重要な知見を得ることができた。その成果の一部は、2012年6月にゴンザガ大学で開かれたAsian Studies on the Pacific Coastの年次大会で口頭報告を行った。一方、史料収集と並んで重要な課題であった成果発表は、上記学会報告と共著刊行によって一定の成果を挙げることができた。共著論文では、昨年度の研究対象であった第一次世界大戦期の日本外交についてのこれまでの成果を整理することを目的とした。特に本研究の鍵となる外交官・石井菊次郎の果たした役割について、当該時期に政策決定過程に組み込むことで、昨年度までに公表した論文よりも説得的に論じることができたことは、重要な学問上の成果として強調できよう。さらに米国側史料を用いてより発展させた論文を英文ジャーナルに投稿することを来年度中に計画していることも、学問の国際化という点から特筆すべき事項と考えられる。

This study aims at analyzing trends in Japan's internal and external policies, and the results of this year's research are as follows: This year's most important research topic is based on the collection of diplomatic historical materials and personal documents of the United States. Specifically, Stanley Hornbeck Papers, Eugene Dooman Papers, Norman Davis Papers, etc., which are owned by the University of the United States and the Ministry of State Historical Materials (RG59) of the United States Public Library, are included. A collection of historical materials and important achievements are published in the report of the Shanghai Institute. This paper aims to organize the achievements of the first World Congress of Japanese Diplomacy. In particular, the key to this study is that the policy decision-making process in this period is organized and the important knowledge is emphasized.
