项目摘要

1980年代後半以降, 日本経済はグローバル化を迎え, 国内産地は激しい国際競争の進展に直面している。特に日用消費財は安価で豊富な労働力を保有する東南アジアへ急速に生産拠点を移行してきた。一方で, 企業間の近接立地に依拠した受発注連関もまた業種や生産場面によっては不可欠である。情報伝達技術が発達した現代においても, 数値化や言葉で説明することが困難な知識や技術の共有・伝達においては, 企業間の直接接触に依存するからである。本研究ではニット産業を事例に, 先進国の大都市工業集積を中心とした生産の地域間分業を分析し, 企業間連関と生産の空間構造とを明らかにすることによって, 国際分業化における大都市工業地域位置づけと役割を再検討することを目的とした。この際, 城東地域に立地するニット関連業種の中でも, 生産のオーガナイザーである「ニットメーカー」を分析の主眼とした。平成25年度は, 平成24年度に現地で行った資料収集や視察の結果などをから分析を進め, 学会発表でその成果を発表した。さらに, 学会発表で議論を深めながら博士論文として執筆した。その内容は, 学術雑誌での発表に向けて準備中である。具体的な内容としては, ニットメーカーと各種生産拠点との連関については, メールによるCAMデータの電送やメール, 電話などによって事業所間の距離はおおよそ克服されているものの, 生産ラインや品質チェックといった場面では事業所間の直接接触は定期的に必要であることが明らかとなった。また, 通常の発注時においても, 円滑な意思疎通を可能にしているのは長期取引やそれまでの直接接触の経験によって構築した相互理解でもあった。なかでも海外工場との取引では文化的距離の障壁をも伴うため, 相互理解を構築するには言語や民族的価値観, 労働環境に対する配慮がなされている。これらのことから, 城東地域に立地するニットメーカーはグローバル分業上での取引費用の削減に多大な役割を果たしていると指摘できる。すなわち, 東京城東地域の当該産業集積は量産という意味でのかつての製造機能を弱めた一方で, デザイン補助や小ロット短納期生産, また生産オーガナイズの機能を強めるといった形態で, 地域間競争・国際競争の激化後も生産システム上で重要な役割を果たし続けていることが明らかになった。
