项目摘要

本研究では、18世紀前半のブリテンによる北米植民地政策における海軍の影響を検討した。具体的な対象として北米植民地で船舶必需品(船舶建造物資)を生産するという船舶必需品生産計画を設定し、18世紀前半の海軍による船舶必需品の購入と、北米植民地からの船舶必需品調達についての言説及び数量データを分析した。その上で、政策決定及び政策の実施に対して、海軍の意向がどのように反映されたか、海軍の行動がどのような影響を与えたかを検討した。本研究を通じて、同時代の植民地政策は商務院がその設計にイニシアティブをとりながらも、海軍や商人といった利害関係者の意向を調査していたことが明らかになった。また、船舶必需品はその主要な供給源がバルト海沿岸地域であったことから、彼らの意向の多くはヨーロッパの情勢や貿易量と関わるものであった。これは、海軍は植民地産物資、ヨーロッパ産物資双方を購入していたこと、商人もまた双方の物資を取り扱うことが多かったことに拠っている。ヨーロッパ域内貿易に利害を持つものと、大西洋貿易に利害を持つものとの対立という単純な構図ではなく、双方の貿易を安定供給、品質、金銭的利益といった様々な要素から比較し、議論が行われていた。さらに、海軍用物資を北米植民地で生産するという計画を、植民地総督は「植民地の有用性」という文脈で利用し、スペイン継承戦争中には植民地防衛への支援を本国から引き出すためのロジックとして積極的に用いていた。本研究は、18世紀ブリテンの北米植民地政策がヨーロッパ域内貿易と密接にかかわっていたこと、18世紀ブリテンの植民地政策は商務院のみならず多様なアクターの参与によって形成されていたことを示すものである。そしてこれらは、大西洋圏を他地域と結節させて検討することの重要性を示している。
