项目摘要

第一次世界大戦後、国際平和の維持及び国際協力の促進を目的として普遍的国際機構である国際連盟が設立された。近年、国際連盟の国際協力活動に着目して、国際連盟設立の意義を再評価する研究が進んでいる。本研究もその中に位置付けられ、保健衛生分野を対象に国際連盟保健機関(League of Nations Health Organization : LNHO)の下、両大戦間期に国際保健衛生活動が発展した要因を実証的に解明することを目的としている。研究は二段階に分けて進める計画であり、第一段階としてスイス、ジュネーヴの国際連盟資料館(League of Nations Archives)において史料収集を行った。調査史料に基づき国際連盟保健機関の創設過程を検証し、当該機関は国際連盟の専門機関でありながら国際連盟不参加となったアメリカを包摂する柔軟な組織構造を有していたこと、その特徴により保健衛生分野において存在感を高め、様々な国際保健衛活動を展開していたと位置付けを行った。研究の第二段階では国際保健衛生活動の歴史的展開、発展とその要因分析を行う計画であった。創設後、国際連盟保健機関は各国の保健関係者の人的・知識交流制度の立案、生物標準化会議を開催し国際保健衛生活動の枠組みを構築する。それはこれまでの保健衛生組織の国家間の利害調整という役割に留まらない、当該機関が自ら保健衛生活動の内実を規定する主体的活動へ変化を伴うものであった。両大戦間期に国際協力の中でも特に保健衛生分野が発展した背景には、国際連盟保健機関を中心とする国際制度が基礎にあり、当該機関の創設はその進展の大きな転換点であったことを検証している。
