项目摘要

本年度は、前年度以来の史料調査に基づき、学会誌等への発表や学会発表を積極的に行った。成果の第一は、従来の研究では、市町村に対する監督機関として内務省などとともに一括で捉えられがちであった県や郡について、埼玉県立文書館・群馬県立文書館における明治期の関連史料の悉皆調査に基づき、個別市町村の財政状況と中央省庁が構想する政策とが対立しうる資金蓄積政策の奨励に、直接市町村と相対する県や郡がどのような役割を果たしたかを解明したことである。上記の成果により、「研究の目的」で掲げた①内務省などの機関は、どのような地域社会を構想したか。②各中央・地方機関は、それぞれどのような方法・意図で地域社会に働きかけたか。③上記２点に対し、地域社会の側はどう応じたのか。④地方行政の改革は、地方改良運動とどのように関連づけられるのか、について詳細な知見を得ることができた。そのほか、府県による企業への課税をめぐり、制度整備と府県間関係の調整について、府県がどのような役割を果たしたかを解明し、前年度までの研究成果を合わせ、市制町村制などをはじめとする基本的な法制がいかに運用されたかを検討し、地方が各種事務や財政負担を負うことで、近代国家としての歩みを急速に進めた日本を下支えした、という明治中後期のあり方を捉えた、博士論文「明治中後期における地方行財政の運営と展開」を執筆し、提出した。これは、国家から地方への負担転嫁という抑圧性を捉えてきた研究と、市町村レベルにおける能動的な動きの存在を捉えてきた研究を総合し、明治中後期に特徴的な地方行財政運営のあり方を、日本の近代化の歩み全体における位置づけや、第一次大戦期以降の展開への展望とともに提示した。研究史を新たな段階に引き上げることができたと考えられる。今後はこの研究成果に基づき、分析対象・時期を拡大しながら研究を進めていきたいと考えている。
