项目摘要

本研究は、農地の生態系サービスを保全する仕組としての「生態系サービスへの支払い(PES)」の制度設計に向けた知見の提示を目的とした。生態系サービスの中でも、PESの類似事例が国内外に複数存在し、一方で既存の政策研究の蓄積の乏しい、地下水資源に着目した。平成25年度の研究目的は、第一に、地下水保全に対する政策的対応の現状について、関連する条例等の分析によって定量的に把握することであった。これについては、当初の研究実施計画通り、地下水に関連する条例分析を完了し、成果をまとめて査読付き論文として学術誌「水利科学」に投稿し、既に掲載が決定した(2014年6月発行予定)。第二の目的は、各地で実施されている地下水PES事例の分析によって、支払額の設定方法や費用負担配分の在り方など制度設計の特徴とその決定プロセスを明らかにすることであった。これについては、分析に要するデータを取得するため、フィールドにおいて関係者へのインタビュー調査や現地踏査を実施した。フィールドとして赴いたのは、熊本県熊本地域、福井県大野市、神奈川県秦野市などであり、いずれも行政機関や市民団体その他利害関係者の十分な協力を得られ必要なデータを取得することができた。第三の目的は、これら知見に基づき、生態系サービスが供給されるガパナンスのメカニズムについて考察することであった。これについては、指導教官や周辺の専門家との協議を経てガバナンス分析の枠組について検討を重ね、実際の分析作業を進行するとともに、研究室のゼミナールや有志研究者による研究会等で成果報告と議論を行った。その一部の成果は投稿論文としてまとめており、近日中に投稿予定である。

The purpose of this study is to provide insight into the institutional design of ecosystem services (PES) for the conservation of cultivated land ecosystems. There are many similar cases of ecosystem service and PES in China and abroad, and there is a lack of existing policy research and groundwater resources. The purpose of the study in 2005 was to analyze the current situation of groundwater conservation policies and regulations and to determine their quantitative implications. This paper was submitted to the academic journal "Water Science" and published in June 2014. The second purpose is to analyze the PES case of groundwater in different places, set the cost amount, and determine the characteristics of the system design and the cost distribution. This is the first time I've ever seen a woman. Kumamoto Prefecture, Fukui Prefecture, Ono City, Kanagawa Prefecture, and other interested parties cooperate to obtain the necessary information. The third goal is to understand the basic needs of the ecosystem and to explore the supply of resources. The results of this study are discussed in the context of the study, the guidance of instructors, the study of experts, the analysis of groups, the analysis of actual work, and the discussion of research results by interested researchers.
