Water shows an anomalous temperature dependence of many kinetic and thermodynamic properties. These anomalies have been interpreted by the structurizaton by the presence of hydrogen-bond network. Therefore, it is important to elucidate the local structure and correspondent dynamics of the liquid water to deepen our understanding of the properties of water. In this work, infrared (IR) spectrum of water was used to determine the local structure and dynamics of the supercooled water. Using confined space inreverse micelle (1-10 micron in diameter), we were able to study deeply supercooled water in the temperature range to 230 K.
