项目摘要

主に平成26年度～27年度にかけて着手予定であった「（２）現在問題となっている規律に係る分析」【連携研究者：横浜市立大学大学院国際マネジメント研究科　中村彰宏教授】についての調査（ＷＥＢ調査）を前倒して行った（平成26年１月～２月）。ネットワーク中立性に係るトラヒックの混雑は、とりわけモバイル部門で顕著となっているとの問題意識のもと、モバイルネットワーク（3G、LTE）の混雑解消のため、仮に、特定のデータサービスについて利用を一定程度制限するような仮想的料金プランが提示された場合に、現在加入中の料金プランから乗り換える選択を行うかを調査・分析した。この研究成果を「モバイルネットワークの混雑解消に関する考察－ネットワークのオフロードに係るコンジョイント分析－」と題して公益事業学会2014年度全国大会（平成26年６月15日、於駒澤大学）で発表したところ、ネットワーク混雑に関する意欲的な実証分析であり、テーマ設定や分析自体が非常に興味深い等の評価を受けた。本成果を論文に取りまとめ、現在当該学会の学会誌に投稿中である。加えて、平成26年度～27年度にかけて着手予定の「（２）現在問題となっている規律に係る分析」【連携研究者：同上】についての調査（ＷＥＢ調査）を行った（平成26年６月）。ネットワーク中立性に係る上記調査（平成26年１月～２月）で顕在化した論点等を検証するためのもので、モバイル端末等における音声サービス・チャット機能等のボイスデータサービスの利用状況を調査した。調査結果を踏まえ分析し取りまとめ、今後適宜の場での発表又は学会誌投稿を目指す。平成27年度着手予定であった「（３）今後問題となる規律に係る分析」については、今後も独自に継続し、「2020年代の情報通信ネットワーク構築に向けた包括的課題についての比較研究」として一貫した研究成果として完遂させたい。
