本研究の研究課題は、ベトナム戦争後のアメリカ海兵隊の作戦、戦術構想の形成と採用背景と実戦への反映について明らかにすることである。今年度は、前年に実施した機動戦構想の形成背景に関する研究を踏まえ、採用背景と実戦への反映について研究した。2016年3月15日～2016年3月22日まで、アメリカのヴァージニア州にあるアメリカ海兵隊の図書館にて資料収集を実施するとともに、メールでの聞き取り調査を実施した。新しい作戦・戦術構想の採用背景に関しては、1970年代後半の海兵隊任務の変化を整理し、その後、新しい任務において海兵隊が直面していた課題と機動戦構想の関連を考察した。まず、第26代海兵隊司令官の下で設置された研究会が上院議会に提出した報告書等を分析した。その結果、1970年代半ばから後半にかけて、外部から海兵隊の存在意義を示すようにとの圧力をかけられていたウイルソン総司令官は、少なくとも構想の段階では機械化部隊による地上戦と上陸作戦の両方を行うことを選択したことを記述した。その後、1970年代後半に海兵隊が新たに参加するようになったNATO北方正面での訓練の報告書を読み込むことで、訓練の内容を明らかにし、機動戦構想との関連を考察した。機動戦構想の実戦への反映については、英米の軍事史家や海兵隊員にインタビュー調査を実施したジャーナリストの著作といった二次文献を読み込むことで、考察した。本研究ではまず、歴史家や戦略家の定義を整理しながら、アメリカの戦争様式を定義した。また、ハインツ・フリーザーの定義から1941年のドイツ電撃戦の定義を整理した。そしてドイツ電撃戦を構成する要素と機動戦構想の類似点を明らかにした。その後、2003年の海兵隊第一師団の戦闘における機動戦構想の要素を考察した。それにより、2003年の戦い方は従来のアメリカの戦争様式ではなく電撃戦であったことを描いた。
