本研究の目的は、大国による小国に対する「強要」（非対称的強要）が失敗する理由を明らかにすることにある。強要とは、要求に従わなければ武力により罰するという威嚇によって、実際の武力行使なしに、相手に何らかの行為を強制することを指す。このとき大国の持つ軍事的優位は、その威嚇の信憑性を高めて、強要を成功に導く。これが一般的な権力政治観である。これに対して本研究では、大国・小国間の力の非対称性が、実は逆に強要失敗の原因となっていることを明らかにする。本研究は、上で述べた一般的な権力政治観に挑戦する点で重要な学問的・理論的意義を持つ。さらに、冷戦後のアメリカ一極体制下で目立つのは、研究蓄積の豊富な対称関係における相互抑止ではなく、イラク戦争時に見られたような非対称関係における一方的な強要である。この点で、本研究は今日的・政策的な意義も大きい。今年度は、昨年度までに構築した理論仮説を実証するために事例研究をすすめ、その結果をもとに論文を執筆してきた。また半月ほど渡米し、米国公文書館や議会図書館において、事例研究に用いる資料の収集を行っている。具体的には、昨年度に引き続き、非対称的強要が失敗したことによって生じた戦争5事例（イラク戦争、アフガニスタン戦争、コソボ紛争、ベトナム戦争、冬戦争）について事例研究を行った。さらにイラク戦争に関しては、計画を修正してイラク・アメリカ関係とイラク・イラン関係の比較事例研究を追加し、非対称関係と対称関係を対比することで、イラク戦争時のアメリカによる強要が失敗した原因が、力の非対称性それ自体にあったことを明らかにした。ここまでの研究の一部、特に理論部とイラク戦争に関する部分ついては、論文にまとめ、学術誌『国際政治』上で発表した（「力の非対称性の逆説―強要における過信と楽観―」）。さらに、当研究をもとにした博士論文を現在執筆中である。
