项目摘要

本研究の目的は、ベトナム人高度人材の就労状況をトランスナショナルな視角から考察することであり、日本留学経験者を主な対象としている。平成29年度は、ベトナム在住の日本留学経験者に対し、現在の仕事の状況についてインタビュー調査を実施すると同時にインターネット調査を実施して量的な把握を試みた。留学前の状況（居住地域、学歴、日本語能力等）、留学時の状況（期間、学校種、学科、奨学金等）、学業修了後の状況（居住地、仕事、収入等）について質問し、要因連関を考察した。130名の回答から明らかになったのは、回答者の多くが日本に関連する仕事に就き、ベトナム人一般より高い収入を得て、仕事内容にも満足度が高く、労働市場における競争力の高さを自認していることである。このような留学後の良好な状況は、留学前の人的資本の高さが（学歴、日本語能力）、留学中の学業の充実（高い奨学金獲得率）につながった結果もたらされていた。労働市場における競争力の高さは、日本企業のベトナム進出というマクロレベルの動きがあってこそだが、個人レベルでは、留学前の状況が重要であるという結果を得た。日本で学業を終えて帰国する留学生は全体で3割以上（学部卒）を占めるが、その後の就労については、所在の把握困難もあり、これまで追跡調査はほとんど実施されていない。本研究の意義は、第一にこの欠如を補うべく、日本留学経験と現在の状況との関連を質的、量的の両面から実証的に明らかにしたことにある。第二に、本研究の結果は、現在の無選別的留学生受け入れへの警鐘としての意義を持つ。政府は留学生を「高度人材の卵」と位置付けるが、留学を成功させ「高度人材」となり得る人は、留学前から資源を蓄積していた。この結果は、日本語を学んだ経験もないまま斡旋業者を通じて来日した留学生が、その投資に見合う成果を得られるのか、「高度人材」になり得るのか、疑問を呈している。
