2017年度では、1920年代から1930年代にかけて日本の民間団体と企業が主導したブラジルを中心とする南米への移民をめぐる言論、思想、実践や事業を研究した。その際、日本力行会第2代会長・永田稠と、アマゾニア産業研究所の組織者と指導者であった上塚司の思想と実践にとりわけ着目した。その結果、これら民間の移民事業の指導者がアジア・太平洋地域を含めた日本帝国のグローバルな展開を意識しつつ、南米を日本帝国や「大和民族」の最終的な発展の舞台と認識する特有のプロジェクトを構想し、実践したことを明らかにした。これらの研究成果は、国際学術大会で公表した。日本力行会とは、海外移住を希望する青年男女の教育、渡航の支援や斡旋などを行ったキリスト教系の民間団体である。同会は1897年に創立され、戦後にいたるまで米国、中南米や「満洲国」下の中国東北部への移民とかかわってきたが、本年度では、第2代会長・永田稠の言論と活動をとりわけ分析した。その結果、永田は、自身が指導する力行会によるブラジルでの移住と開拓事業を、満洲移民や植民地時代以来の南米におけるヨーロッパ各地からの移民との差異を強調しつつ、植民地主義的暴力を伴わない「大和民族」による「新建国」として構想し、実践しようとしたことが明らかになった。さらに、アマゾニア産業研究所とは、政治家や教育者であった上塚司によって1930年に創立され、ブラジルのアマゾン地域で農業開発に関する調査、実験栽培と人材育成に取り組んだ財団法人であった。上塚が指導するアマゾニア産業研究所は、ブラジルの連邦政府や州政府が進める移民政策と協同しつつ、「人類の手の及ばざる大自然界」たるアマゾンを拓くべく移住や実験的農業を行うことによって、先住民、白人系ブラジル人やヨーロッパ系移民を凌駕して、「大和民族」の「新社会」を構築することを構想していたのである。

In 2017, from the 1920s to the 1930s, the Japanese private sector and enterprises became the leading center of the South American immigration. The 2nd generation president of the Japan Rikoku Association, Mr. Nagata, is the organizer and director of the Industrial Research Institute. As a result, the leaders of the private migration industry have realized that the Pacific region, including the Japanese Empire, has developed consciousness, and the South China Sea has realized that the Japanese Empire and the final stage of the development of the "Yamato nation" have developed unique ideas and practices. The results of this research are presented at international academic conferences. The Japanese Association for Foreign Affairs hopes to promote the education of young men and women and support their migration. The same association was founded in 1897, and after that, it was established in the United States and Central and South China. It was established in the northeast of China. This year, it was established in the second generation. The speech activities of Nagata were analyzed. As a result, Nagata and his own guidance will be carried out, and the migration and development of the business will be emphasized. The differences between the migration and the immigration from different places since the era of colonization will be emphasized. The violence of colonization will be accompanied by the "Yamato Nation" and the "New Founding". The Institute of Industrial Research was founded in 1930 as a statesman and educator to investigate and cultivate human resources and to organize financial organizations. The Institute of Industry and Technology has been guiding the development of immigration policies and coordination between federal and state governments,"human hands and the natural world," and has been developing ideas for the construction of a "new society" for the migration and support of agriculture, indigenous peoples, white people, immigrants, and the "Yamato nation."
