项目摘要

本年度は調査活動を積極的に行った。たとえば、地方自治体における行政資料だけでなく、生活保護制度に関して異議申し立てを行ってきた運動団体や個人への調査活動を行うとともに、週刊誌や新聞などの貧困報道を収集し、分析を行った。本研究の研究史上における意義は二つある。一つは、これまで生活保護制度に関する研究において蓄積が少なかった、政策と報道の連関を対象にしたことである。すなわち、日本の生活保護制度の政策決定過程と貧困報道を研究の俎上にのせ、両者の連関を対象にしたことに本研究の意義がある。もう一つは、生活保護制度を運用する地方自治体、福祉事務所への調査を行ない、生活保護「適正化」政策が、地方自治体においてどのように実施されていたのかを明らかにしたことである。本研究では、生活保護制度における扶養義務という問題について考察してきた。その際の着眼点は、生活保護における扶養義務が強化され維持されている背景には、家族主義的な規範が日本社会に根強いということだけではなく、生活保護利用者に対する社会的排除の実践が、そうした家族主義を生活保護制度の中に出現させているのではないかというものである。そうした指摘を踏まえた上で、生活保護の「適正化」政策が維持され、推し進められている現代日本の状況について調査を行なってきた。行政、運動団体、生活保護利用者、報道の相互連関を調査し、それらのいかなる連関のもとで生活保護の「適正化」政策が維持され、行なわれているのかについて明らかにすべく、研究を実施した。
