项目摘要

本年度は、これまでの研究成果を学会にて報告を行い、その後フィールドワークにてさらなる資料収集を実施した。前年度までの成果から、地方政党が抗議行動の発生や動員に影響を与える可能性が示唆されたため、地方政党がいかなる地域で支持されたのかについて分析を進めた。その成果を日本ラテンアメリカ学会第37回定期大会(6月)にて「チリにおけるサブナショナルな政治の差異と社会的亀裂」というタイトルで研究報告を行った。支持を集める主要な要因として、地域間の格差と既存政党の弱体化について議論した。特に、市政府の財政が弱いと地域主義政党が議席を獲得しやすいことと、それまで政権を担ったことのある中道政党の支持が低いと地域主義政党が議席を獲得しやすいことを明らかにした。また、社会運動組織の基盤として市民団体に着目し、団体数の増減はいかなる要因に規定されるかについてアメリカ社会学会年次大会(8月)にて研究報告を行った。特に、地域ごとの亀裂と、地方政府と中央政府、地方政府間との関係によって規定されることを明らかにした。これまでの研究成果を踏まえ、地方政府が比較的強い地域と弱い地域とを分類、抽出し、平成28年12月から2月までチリにおいて4か所でのフィールドワークを実施した。北部にある第２州カラマ市、南部の第11州アイセン市は、労働組合、女性、市民団体など複数の属性の行為者が参加し、地域の発展を求める抗議行動が発生し、ある程度の成果を得た地域である。どのように属性を超えて、いかなる意図をもって抗議行動を進めたのかを明らかにする目的で調査を進めた。一方で、首都州サンティアゴ市、第6州サンフェルナンド市では、属性を超えた地域レベルでの抗議行動が発生しにくい地域である。その要因を探るため、農民、鉱山労働者、市民団体など複数の属性の行為者にインタビューを実施した。
