项目摘要

平成28年度は前年度に引き続き、18世紀後半から19世紀前半ロシア帝国のカザフ人統治に焦点を当てて研究を行った。主な作業は、（1）前年度に収集した資史料の整理・分析と（2）新たな史料収集である。（1）に関しては、ロシア帝国のカザフ支配が強化され始めた1780年代から1820年代に焦点を当て、この間の統治制度の設計過程を、カザフ人エリート層の帝国への引き込みという観点から分析した。このような視点からとらえると、本研究が対象とする時代の特徴は次のようになる。1780年代以前のロシア・カザフ関係においてロシアとカザフ社会の結節点となっていた、カザフ側の代表者であるハンが、1780年代以降、主にロシア側の意向により排斥の対象となり、最終的に1820年代にロシアのカザフ統治から完全に排除された。従来の研究では、1780年代前半に確立したこのような方針がその後も継続し、最終的なハンの排斥に結実したと考えられてきた。しかし、本研究は、ハンをカザフ統治から排斥しようとする方針が一時的なものでしかなく、考察対象とした期間の大部分においてはむしろハンを重用することが中央政府および現地当局の基本方針であったことを明らかにした。この新知見は、1820年代に実行に移された草原行政からのハンの排斥が、先行研究で考えられてきたほど既定路線ではなかったことを示唆しており、ハン排斥そのものを再検討するための視座を提供したといえる。（2）新たな史料収集に関しては、研究指導委託制度を利用し、2016年10-12月にロシアのオレンブルグ市において調査を行った（受け入れ機関：オレンブルグ国立農業大学）。主な作業地はオレンブルグ州国立公文書館であり、18世紀末から19世紀初頭のロシア語行政文書を収集した。
