项目摘要

本年度は、新教育委員会制度の運用実態に関する資料収集およびデータ分析を行った。2015年度から施行された新教育委員会制度では、首長から教育長への「事前コントロール」として、新教育長の任用、総合教育会議の開催、大綱の策定という3つの政策手段が首長に付与されることになった。このことについて、理論的に整理し、その運用実態についてデータを収集し、分析を行った。分析の結果得られた知見は、以下の2点にまとめられる。第1に、新教育長の任用に関する分析の結果からは、首長の直前選挙での得票率や教育長の経歴が影響を与えていることが分かった。具体的には、首長の直前選挙での得票率が低い首長ほど、新教育長の任用を行っている。また、前任の教育長の経歴が行政職出身であれば、同じく行政職出身の教育長を新たに任用することが分かった。この分析結果は、査読付論文として学会誌に掲載された。第2に、「事前コントロール」という観点から捉えた総合教育会議と大綱の運用実態の分析の結果からは、「事前コントロール」を積極的に行う首長と、控える首長という2つの類型があることが分かった。具体的には、それらの違いは、総合教育会議の開催回数の多寡や総合教育会議の事務局を担当する部課に現れている。また、大綱の策定についても、既存計画で代替するのか、新規に策定するのかにより、首長の「事前コントロール」の度合いに濃淡があることが読み取れた。この分析結果は、学会で報告を行い、研究ノートして、紀要に掲載された。
