最終年度は，1）国レベルでの制度検討過程と自治体における導入検討過程からみた制度活用可能性と課題，2）生態系サービスの供給の観点からみた制度運用による効果の把握，の2点の課題について重点的に取り組んだ。国レベルでの制度検討過程と自治体における導入検討過程からみた制度活用可能性と課題については、工場立地法の敷地外緑地制度を活用した保全制度を対象に，行政資料分析，自治体職員へのインタビュー調査などを通じ，国における規定の導入背景と自治体実施状況について，制度制定過程・運用過程の両面から，活用が促されない要因について考察した。自治体における導入検討時の経緯より，法本来の目的との合致や，住民の理解を得られる妥当性の担保が実施へのキーファクターとなっていると推定された。その他運用面においても，法の本来の目的を遵守する必要があるが為に，都市と郊外をむすぶという観点からは非効率な活用をせざるを得ない状況を生み出している状況が明らかとなった。昨年度の研究成果より，生態系サービスの持続的供給にむけ送り手と受け手の関係構築は重要と示唆されており，今後両者の関係に着目した更なる調査が期待される。生態系サービスの供給の観点からみた制度運用による効果の把握については、堺市の里山を対象に，管理実施状況と環境変化，地域特有の植生を保全・活用の可能性について把握した。制度対象里山は，ツツジ類や林床植物を楽しめるポテンシャルを有しており，管理実施後，出現種数の増大も確認されるなど一定の効果は確認された。しかし，今後ポテンシャルを活かした利用をすすめるには，光環境の改善に向けた高木の伐採や安全性の確保等が必要であり，制度上想定されている委託先・費用による対応では限界があることもわかった。持続可能な生態系サービスの供給に向けては，更なる多様な仕組み作りを検討が求められる。
