项目摘要

韓国の児童福祉は戦後、施設福祉サービスを中心に発展してきたが、地域社会において生活困窮家庭が増加してきたことから、地域で貧困を予防する必要性が出てきた。1960年代の都市部での貧困地域における住民運動の一環として、1970年代から民間非営利託児所が運営され、1980年代には学齢期児童のための「コンブバン：学習室」が貧困・低所得家庭の児童放課後サービスを担ってきた。その後、ソーシャルアクションによりコンブバンが法制化され、2003年の改正児童福祉法によって地域児童センター（以下、センターとする）が貧困児童を対象とした児童福祉施設として新設された。センターの目的は、地域社会の児童の保護、教育、健全な遊びと余暇活動の提供、保護者・地域社会との連携等、児童の健全育成のために総合的な児童福祉サービスを提供することである。本研究では、児童の保護プログラムの一環として、健康な心身の発達を図るために、栄養バランスのとれた質の良い食事を規則的に提供する会食支援に着目し、その現状と課題を明らかにするために、現地のA地域児童センターの実態調査を実施し、各種報告書・評価表等分析、観察、スタッフとの協議等を行った。研究の結果、次の5点が明らかとなった。①行政による食事代の支給に加えて、民間企業、地域社会からの食料・食材の寄付が安定的に確保できた。②調理スタッフの位置づけと役割が不明確になると食支援が不安定になり、センター運営に望ましくない影響を与えた。③食事場面では、他の場面と比べて全体の様子を見渡すことができ、かつ一人ひとりに寄り添った観察ができ、社会福祉士が個別支援をしやすい。④センターの献立は、食事内容、栄養面において行政による参考献立以上の質と量を備えていた。⑤会食サービスにより児童の食行動が改善されることで、コミュニケーション力、人間関係力、学習姿勢にも一定の改善が見られた。
