项目摘要

フィールド調査を実施し、学校安全の組織化に際していかなるポリティクスが生じ、それをいかに解消しているか検討した。事件の経験を背景に登下校の安全確保を積極的・継続的に実施してきた関東の小学校1校を対象に、校長・教頭先生、PTA会長へのインタビューと、PTA総会（登校班ごとの話し合い）の観察を行った。知見の概略は以下の通り。第一に、同校では集団登校と保護者が迎えに来る一斉下校の方式を採っている。そのため子どもの自由や自立の機会を奪っているジレンマが認識されていたが、下校時の教師－保護者間の報告・連絡が密になることが子どもの教育に好影響をもたらすなど、別の箇所にメリットが見出されていた。第二に、登下校の時間に合わせた仕事選択を迫られるなど保護者の負担が大きい問題に対しては、周辺の小中学校を含めた安全組織を設置することで「青パト」が予算化され、また学童保育への高齢者の参画を求めるなど、資源確保の方略が用いられていた。加えて、青パト巡回を条件に「子どもたちだけの下校」が実現したり、学童保育が安全かつ教育的な「放課後」として意義づけられるなど、これらの資源は子どもの成長へ好影響をもたらすと認識されていた。第三に、保護者・地域住民間の意見や熱意のズレが生まれ、それが対策の組織化を困難にしている実態も見られた。例えば「子どもたちだけの下校」の実現には班内で付き添いを確保する必要があったが、共通理解が得られずに打ち切られた経緯があった。学校安全に「地域ぐるみ」（多様な主体の参画）が求められる言説的状況下で、それは現実に活動を成立させる基盤となっているだけでなく、子どもの安全が不可避に呼び込むジレンマ（子どもの教育への悪影響を許容しなければならない）を解きほぐす資源にもなっていた。他方で、多様な意見や立場を招来することでかえって組織化が困難になる様相もあり、両義性を有すことが見て取れた。
