平成３０年度は、移転価格と企業立地の理論的分析を国際学術誌に出版させるとともに、当該研究をより一層発展させた。また、不確実性に直面する企業の立地を理論的に解明する分析にも取り組んだ。企業が不確実な外部環境に対応して、生産・雇用を柔軟に調整できない状況を描写しており、研究課題に直結している。近年、英国の欧州連合離脱決定や、米国と中国との間での保護貿易政策の応酬にみられるように、世界貿易はこれまでにない不確実性に直面している。本研究では、輸送費が確率的に変動する場合に、企業は、市場規模の大きな国・小さな国のいずれに立地しようとするかを分析した。分析の結果、外部ショックに対して柔軟に対応することのできない企業は、大国に立地することが望ましいことを明らかにした。大国に立地して豊かな国内市場を相手にすることで、外国への輸出量を減らし、貿易にかかるリスクを抑えることができるからである。一方、外部ショックに対して迅速に調整ができる企業は、小国に立地することが望ましい。先ほどとは逆に、出来る限り輸出のリスクを引き受けたいため、あえて国内市場の小さな国に立地するためである。またいずれの場合も、不確実性の増大は大国・小国いずれかへの企業集積を加速させることがわかった。すなわち、世界貿易がリスクにさらされることで、世界の産業配置がより不均一になる。学会発表などで得られたコメントをもとにして、分析の改善・完成に取り組んでいる。
