本年度は4月から6月末までは、フィリピンのアテネオ・デ・マニラ大学、フィリピン文化研究所にVisiting Research Associateとして所属し、昨年度からの現地調査を継続した。現地調査では、大学図書館におけるフィリピン研究関連の文献や学位論文の収集、マニラ首都圏の貧困コミュニティにおける世帯調査の続きを行った。これらの調査では、計画していた目標をおおむね達成することができた。昨年度からの1年間の調査を踏まえて、帰国後には英文学会誌への論文投稿や、4th Philippine Studies Conference in Japanにおける英語での口頭発表を通じて、研究に対してフィードバックをいただき、論文執筆の進展につなげた。具体的に浮かび上がった課題としては、これまで研究してきた、貧困層の電力利用や電力会社の盗電への取り締まりに関する現在の状況だけでなく、それらが形成されてきた歴史的な状況を考慮する必要があるというものである。2月から3月の前半にかけては、上記の課題に関してフィリピンにて追加調査を行った。研究を重層的で複眼的なものにするために、盗電を含むインフォーマルな活動に対する取り締まりの背景にある、法制度や社会的な規範が成立した過程に関する資料を収集した。具体的な内容は、以下の2点に分けられる。(1)フィリピンの過去の主要新聞を用いた、インフォーマルな活動に対する法制度の変遷や、コラム欄などに表現される社会的な規範・風潮に関する資料収集。(2)フィリピンの上院や下院の議事録を用いた、インフォーマルな活動を規制する法律の審議過程に関する資料収集。今後は、1年の現地調査後に指摘をいただいた課題である、インフォーマルな活動の取り締まりに関する歴史的な背景に対して研究を深める予定である。
