项目摘要

本研究の目的は、英国のコミュニティ・アートの変遷と英国アーツカウンシルの政策方針について実証分析を行うことである。平成29度の課題は、当初の研究計画では、主に3点、第一にロンドン以外の動向について、エディンバラとリバプールに関する調査、第二に1990年代以降の英国コミュニティ・アートの動向とアーツカウンシルの政策方針を含めた包括的な研究、第三に英国アーツカウンシルによるコミュニティ・アートの評価手法に焦点をあてた分析であった。実際、2月に実施した英国の現地調査を通して、エディンバラとリバプールに関する文献調査を行い、英国のコミュニティ・アートに関する最初期の事例として、エディンバラのブックカフェでの活動を特定するに至った。1990年代以降に関する時系列分析については、大英図書館および国立公文書館で一次史料調査を行った。評価手法に関しては、ヴィクトリア・アンド・アルバート美術館の英国アーツカウンシル・アーカイブスを再訪した際に、当時のコミュニティ・アート評価委員会のアジェンダやアンケート資料などを発見することができた。さらに今年度にあらたに加えた2つの研究課題、１）コミュニティの英国的意義については、ロバート・オーウェンの思想に端を発する英国社会運動や、19世紀のアソシエーション文化について文献調査を行った。さらに2つめの、２）成人教育と英国アーツカウンシルとの関係性については、当時大きな権力を握っていた歴代の事務局長の人物像を検証し、彼らの共通事項として、「教養主義的成人教育」の実務者としての経験が内在していることが明らかとなった。これらの課題について、森美術館や東京藝術大学で開催されたシンポジウムなどで議論の機会を得た。上記の成果をまとめて、3月に博士論文を提出し博士号を取得した。
