项目摘要

本研究の最終的な目的は、貧困や格差が問題視される現状を背景に、市場経済や社会保障に関する規範的な制度の構想を提示することである。本年度は、前年度の成果を受け継ぎ、以下の二つの成果を達成した。第一に、不運によって生じる不利益から人々を保護する仮想保険アプローチを、さらに精緻化および発展させた。これに関しては、特定不可能な形で人々に影響を与える不運のリスクに対しては、R. ドゥオーキンの提示した仮想保健アプローチの発展が有効であると、昨年度の報告書で提示した。今年度はこの成果を2017年5月の政治思想学会で報告した後に、『政治思想研究』第18号に掲載された論文へと発展させた。その際には、仮想保険に対する諸々の批判に応答する中で、仮想保険アプローチの精緻化を行った。その中でも特に重要なものとして、仮想保険を合理的なリスク選好に基づくコスト・ベネフィット計算に依拠するものと捉えることで、不運に基づく不利益に対して適切な水準の補償を提供できると明らかにした。第二に、平等を論じる際に着目する指標を問う「何の平等か？」問題に関して、厚生への機会の平等という立場の限界点を指摘した。この議論の一部は、『相関社会科学』第27号に掲載されている。厚生への機会の平等は、人々が有する選好の達成として厚生を定義した上で、選好を達成するための機会を人々に平等に提供する立場である。しかしこの立場はそのままでは、莫大な資源を用いることで初めて達成することが可能な高価な選好に関しても、それを充足するための機会を提供してしまう。したがってこの立場に依拠する場合、選好を形成することへの選択責任を重視するならば、人々が選好を形成する際に前提とすべき使用可能な資源の量を先に規定することが必要となる。しかしそのとき、厚生への機会の平等は、それと対立すると見られてきた資源の平等の立場を一部取り入れる必要に迫られる。
