项目摘要

本研究は「震度」に対する認識の社会的変遷についての分析を行い、予定通り進展した。本研究では、文献や新聞データベースを基にした内容分析の研究を行い「震度」の社会的認識の変遷を検討するだけではなく、フィールドワークを用いた意識調査も実施した。今年度は、南海トラフ巨大地震によって甚大な被害が想定されている高知県幡多郡黒潮町でのフィールドワーク調査を中心に行い、「震度」についての意識調査を行った。高知県幡多郡黒潮町は、2012年に内閣府から発表された南海トラフ巨大地震の想定によると34メートルという日本一の高さの津波高が想定されている。そのため、震度と津波避難の関係性を明らかにすることは、黒潮町における津波防災を実質的に促進することに資する。今年度の高知県黒潮町での調査では、メキシコ合衆国シワタネホ市での調査結果と比較しつつ「震度」の社会的認識について分析した。「震度」という概念は、発災する度に使用頻度が増加する専門用語であり、災害情報を理解する上では欠かすことができないものである。一方で、「震度」は、津波災害などとも結び付けられて理解されていることが多く、それ故に、本来的な定義から離れた意味合いで社会的に認識されていることが多いとわかった。「震度」が社会に及ぼした功罪両面を分析することによって、災害情報としてどのような情報が最適なのか検討した。その結果、災害情報をうまく運用するためには、自然科学の叡智のみならず、それを利活用する社会的な認識を勘案しつつ改良を重ねていく必要があるとわかった。
