项目摘要

日本では、交通事故関与者に薬物検査を行う体系的仕組みがなく、薬物使用による交通事故発生への影響を検討するための基礎データが存在しない。本研究は、交通事故死者における薬物使用の実態を示し、薬物使用が事故発生に及ぼす影響を推定するとともに、警察、法医学等の専門家に交通事故予防対策を提案することを目的とする。千葉県全域及び東京都の一部地域で発生した交通死亡事故で法医解剖が実施された事例につき、警察の交通事故統計データを突合させつつ、検出薬物の種類等を分析する。2013年度から2022年度までの10年間の事例を分析対象とする。初年度は、記録すべき解剖事例データ項目とその登録方法、データ管理方法を研究組織内で協議し決定した。これに基づき、薬物データ登録・分析用ソフトウェアを開発し、実施機関において各々倫理審査を申請し承認を得た。これを受けて、千葉大学で実施した4年分の法医解剖データを用いて、事例ごとの精査とデータのコーディングに着手した。2年目は、司法解剖データのコーディングをほぼ完了させ、追加登録すべきデータを加えて4年分の司法解剖データの最初の分析を行った。以上の成果を、国内の学会で発表した。3年目は、4年分のデータ分析結果を、国際会議で発表した。また、2018年度から千葉県内の司法解剖を一部担当している国際医療福祉大学を研究組織に追加し、2017年度から2018年度までの2年分のデータを追加収集した。4-5年目は、7年分のデータを収集して結果のとりまとめを継続するとともに、研究組織内で研究の進め方を再検討した。また、9年分のデータ収集に必要な手続きを行った。

In Japan, there is a basic framework for investigating the impact of traffic accidents and material use on the operational system. This study aims to provide information on the state of drug use in traffic accident victims, and to estimate the impact of drug use on accident occurrence and prevention in various departments such as police and forensic medicine. Traffic fatalities occurred in Chiba Prefecture and a part of Tokyo Prefecture, forensic autopsy cases were analyzed, traffic accident statistics of police officers were analyzed, and types of detected substances were analyzed. Analysis of cases in the past 10 years from 2013 to 2022 In the beginning of the year, the registration method and management method of the anatomical case were studied and decided. The application for ethics review by the relevant authorities was approved. Chiba University has been conducting forensic autopsy for four years. 2 years ago, the judicial autopsy was completed, and the initial analysis of the judicial autopsy was added. The above achievements were announced by the Chinese Academy of Sciences. The results of the 3-year project and 4-year analysis were presented at international conferences.
