チベット、ヒマラヤ地域は、13世紀以降、モンゴルおよび中国（元朝・明朝・清朝等）の政治的影響を受けるようになるが、他方、宗教的には、むしろチベット仏教が近隣国家に大きな影響を与え、国家の枠を超えた政教相互依存体制が存在していた。19世紀に入るとロシアの南下を牽制すべく、イギリスによるヒマラヤ進出が始まる。イギリスとブータンとの間でドゥアール戦争(1864-1865)が起こり、20世紀初頭にはイギリス陸軍によるチベット侵攻(1903-1904)が起こり、イギリスがチベット・ヒマラヤ地域の政治に大きく関与するようになる。その後、同地域は、大英帝国と清朝・中華民国（さらにはロシアやモンゴル）という大国同士の勢力争いに巻き込まれ、政情が不安定となる。ダライラマ13世トゥプテン・ギャンツォ(1879-1933)は、まさにこれらの諸大国に翻弄され続けながら困難な時代を生き抜いた人物である。そこで外国人特別研究員のミエーレ氏を中心に、ダライラマ12世の死(1875)からダライラマ13世の化身認定(1886)の間のチベット、特にダライラマ13世の少年時代に焦点を当て、その周辺国の状況も踏まえたうえで、チベットの政治的・宗教的状況を解き明かそうとする野心的な研究を計画した。具体的には、ガワンペルデン・チューキギェルツェン(Ngag dbang dpal ldan Chos kyi rgyal mtshan, 1850-1886)という摂政(rgyal tshab名代職)に着目し、同摂政が、将来のチベット元首たるダライラマ13世候補者の発見、化身認定、さらには初期教育にどう携わったかという点について、当時の宗教的・政治的背景を整理しつつ、解明に努めた。
