本研究は、明治後期の日韓政治外交において、さまざまな側面における相互利用と相剋が、日韓関係にどのような影響を及ぼしたのかを考察するものである。令和元年度は、主に東亜同文会の対韓活動について検討した。また、本研究課題の一部成果が論文として掲載される予定である。さらに、国内機関並びにイギリス国家公文書館に所蔵されている未刊行資料の調査及び蒐集を行った。今年度において研究代表者は、1896～1904年頃までの時期を対象に、なぜ対外硬が対韓政策に関与できたのかという問題を追究した。そこで、当時貴族院議長であり、東亜同文会の会長であった近衛篤麿を中心とする東亜同文会グループに注目し、そのグループの構成員や特徴を整理した上で、グループ形成前の状況や形成後の活動について検討した。その結果、東亜同文会グループが成立した以後、韓国における一部の活動家による過激な活動は抑制され、組織的な活動を通じて、日本政府の対韓政策に影響を与えるなどの成果を挙げたことが分かった。さらに、第一次日英同盟以後には、事実上の姉妹組織である朝鮮協会を設立し、韓国に対する経済進出を奨励する運動へ転換したが、目立った成果を挙げることができず、日露戦争の勃発により衰退したと結論づけた。なお、以上の研究成果については、その成果の一部をベルギーのルーヴェンカトリック大学（KU LEUVEN）にて報告した。最後に、研究成果の一部が論文として『日本歴史』採用された。「大韓帝国の求めた伊藤博文」と題された本論文は、伊藤博文が韓国統監に就任（1905年12月）した経緯、並びに統監が韓国の内政を指導する権利を、いかにして獲得したのかを明らかにしたものである。掲載時期は現在未定である。

This study examines the political and diplomatic relations between Japan and South Korea in the late Meiji period. In the year of Ling and Yuan, the main event of the same year will be held in Korea. The investigation and collection of unpublished data by the National Public Library of China This year's research representative investigated the issue of foreign policy in the period from 1896 to 1904. At that time, the President of the House of Lords, the President of the Eastern Union, the Central Committee of the Eastern Union, and the characteristics of the members of the Eastern Union were sorted out. The situation before the formation of the group and the activities after the formation were discussed. After the establishment of the East Korean Cultural Association, the activities of some activists in South Korea were suppressed, and the activities of the Japanese government towards South Korea were affected. After the establishment of the Korean Association, the Korean Association for the Promotion of Foreign Trade and Economic Cooperation will continue to develop. The results of the above research are reported in part by KU LEUVEN. Finally, the research results of a paper,"History of Japan" adopted. "The Korean Empire's request for Ito Hirobumi" This thesis is based on the assumption of office by Ito Hirobumi as Korea's Minister of Foreign Affairs (December 1905). The period of time is uncertain.
