项目摘要

本研究の目的は、スペイン・バルセロナを中心に複数の都市で試みられている「反うわさ戦略」（移民への否定的な噂に対する地域社会ぐるみの対抗キャンペーン）の街区への定着や他都市への広がりの過程を分析し、この試みが象徴する、移民を含む地域住民全体の参加と交流に力点を置いたローカルな間文化主義（インターカルチュラリズム）の社会学的特徴を解明することである。2019 年度は、バルセロナに 2019 年 4 月から同年 12 月まで滞在し、(1)バルセロナとビルバオの2都市圏における「反うわさ戦略」形成過程の調査と比較という 2018 年度からの継続課題と、(2)政策や実践のノウハウを都市間で共有するための交流・情報交換方法の調査という 2 つの研究課題を設定して取り組んだ。まず、各市役所の政策担当者に加え、移民団体やその他の住民団体の成員、さらには街区における行事等への単発的な参加者への聴き取りを行った。その結果、日常的に移住者に向けられる偏見やステレオタイプ、噂といった問題について、それらを改善するためのイベントなど「表舞台」における実践のレパートリーが都市の垣根をこえて共有される一方で、「裏舞台」すなわち実践の準備のあり方は都市住民の構成や歴史・空間的文脈に応じて分岐するメカニズムを比較を通じて明らかにできた。また、様々な都市の政策担当者が集う「反うわさ都市間会議」等への参与観察により、スペインにおける都市間会議の運営における場や議題設定方法を把握するとともに、都市間での政策形成や実践のノウハウ共有の特徴についても考察した。その上で、現地調査の結果を、日本における多文化共生政策をめぐる状況との比較の視点を取り入れつつ分析し、スペイン現地で学会発表を行った。また、こうした口頭発表を踏まえた修正点を盛り込みつつ、スペインにおける間文化主義の生成と伝播の過程の特徴を投稿論文にまとめた。
