本研究の目的は、ハイネマン大統領（在職期間：1969-1974）による、連邦共和国の民主主義の一層の発展に向けた意図と、その実現のための重要な方法である、歴史と伝統に関わる演説に着目し、民主主義とドイツ分断の克服をめぐって、ハイネマンが大統領として何を自身の課題としたのか、そして、国民の意識にどのように働きかけたのか明らかにするものである。本研究の第一の特色は、政治家の歴史の活用を単に時の政権を支える手段としてではなく、その政治教育の意図に光を当てた点にある。このような視点は、転換期を迎えた1960年代末の西ドイツの政治と社会の在り方を多面的に理解するために有効であろう。 第二の特色は、これまで周縁的にしか扱われなかった大統領在職期間中の取り組みを考察することで、政治家グスタフ・ハイネマンの果たした役割を解明した点にある。平成30年度は、博士論文の執筆に専念し、初稿を仕上げた。博士論文の成果は以下の通りである。第一に、基本法を擁護するためハイネマンがとった方法に変化が見られたことを明らかにした。内務大臣としてのハイネマンが、議会制民主主義の制度の確立と秩序の維持に関心の重点を置いた一方で、法務大臣、そして特に大統領としてのハイネマンは国民に向けて、基本法理念の浸透、特に、議会制民主主義を前提としつつも、そこに自ら責任を持って国民が関わることで可能となる「民主主義の成熟」に関心の重点を移した。第二に、こうした民主主義擁護の方法に見られる変化の背景に、1970年代の連邦共和国の民主主義の在り方へのハイネマンの自信があった。そしてこの連邦共和国の民主主義の発展への自信はハイネマンにおいては、分断の克服の課題と結びついた。つまり、分断国家の承認とそこでの一層の民主主義の成熟に責任を持って関わることへの国民への要請と結びついたのだ。
