本研究は、水政策に統合的アプローチを求める水循環の視点から、国際制度を含む非国家実体の活動の法的作用を明らかにし、グローバル行政の構造とそこで機能する法の役割を理論的に説明することを目的としている。研究プロジェクトの2年目であった本年度は、①近年の国際水法に関する先行研究で採用されている新たな方法論を整理すること、②研究者オリジナルの分析枠組を構築すること、③判例や国家実行、国際機関などの資料の分析を進めることを計画していた。本年度半ばで特別研究員の身分を終えることとなったため、それまでの進捗について概要を示す。①先行研究の整理について、国際水法の近年の研究で採用されている方法論の特徴について、対象としている法現象、分析で採用されている視点、そして分析の結果から導かれている傾向などをまとめ、研究会や学会にて報告を行った。②オリジナルの分析枠組について、研究者自身はこれまで、前述の先行研究で期待が寄せられつつも十分に採用されるに至ってこなかったグローバル行政法論に注目してきた。本年度は、グローバル行政法が分析枠組として用いる根拠と内容をまとめ、研究会は学会で発表した。③実証研究について、既に研究の蓄積があった水供給システムに個人がアクセスする場面の判例やその他の法実行を体系的にほぼ整理し終えた。加えて、国際開発や国際河川における水資源の管理などに関わる判例や国際制度の手続きなどを幅広く検討している。こうした作業を進める中、水の多面的な性格を踏まえ、分析対象とする資料を整理する基準を設定する必要が生じてきた。これまでの検討から、水の安全保障（water security）の概念とその構成要素が有用であるとの考えるに至り、資料を整理しなおすことで改めて論点を明確にした。

This study aims to clarify the role of law in the integration of water policies, including the activities of non-state entities, and explain the purpose of law in the integration of water policies. This year's research project covers the following aspects: (1) Advanced research related to international water law in recent years, the adoption of new methodologies,(2) The construction of an analytical team by researchers,(3) Case studies, the advancement of data analysis by national and international agencies, and (4) Planning. This year's semi-annual special researcher status is summarized as follows: (1) The characteristics of methodology, phenomena and analysis of international water law in recent years have been adopted in the study of international water law, and the results of analysis have been reported by research institutes and societies. 2. The analysis team of the research team, the researcher's own response, and the previous research are expected to be adopted by the administrative law team. This year, the Administrative Law of the People's Republic of China will be analyzed and used. The contents of the Administrative Law of the People's Republic of China will be discussed and discussed. (3) The research on the accumulation of water supply system, individual case law and other legal implementation system shall be carried out. International development and water resources management This is the first time that a person's personality has changed, and it is necessary to set a benchmark for the analysis of data. The concept and constituent elements of water security are useful for discussion and clarification of data.
