研究３年目にあたる本年度は、これまでの研究をとりまとめる公表作業を行ったが、新型コロナウィルス感染症の拡大に伴い、研究に一定の影響が出た。まず、英国のキングス・カレッジ・ロンドンの研究所であるトランスナショナル・ロー・インスティチュートにおける滞在を中断し、帰国した。また、参加を予定していた世界銀行主催の「2020年土地の貧困会議」と法と開発研究ネットワーク年次総会などが中止され、論文刊行の手続きに遅れが出た。だが、端緒的な成果として、Stakes of the Right to Food in the Politics of Transnational Law, in: Peer Zumbansen (ed.) Oxford Handbook of Transnational Law (Oxford University Press 2021), 911-30.を刊行した。本論文では、自主的持続可能性基準及び食糧主権運動を具体的な事例としながら、トランスナショナル・ローの分析においてローカル性に着目することの意義を指摘した。具体的には、食糧への人権とトランスナショナルな法現象とが交錯する局面において、人権概念の戦略的・政治的な援用や、異なる法秩序を結節する役割を持つものとしての人権という側面が見られることを指摘した。この研究は、一般論として、ローカル性に注目した社会学的・記述的なトランスナショナル・ロー研究への足場を築くものであり、今後の研究継続への指針となる。その他、法的分析における言説と実践に着目することの意義を食糧安全保障を事例として扱った論文について、TLI Think!と題するワーキングペーパー・シリーズへの刊行を前提として、現在、修正作業を進めている。今後は、まずこの成果の公表をすることから、任期中に公刊の遅れた研究成果の公表も行う。
