项目摘要

本年度は、前年度に引き続き「小林家文書」（大阪市立中央図書館）を分析し、御池通五丁目・六丁目の「茶屋町」の天保改革に伴う展開を考察した。厳しい風俗統制が行われた天保改革では、遊女商売を公認された業態以外を撤廃する方針が取られ、天保13（1842）年8月15日に大坂の茶屋も廃止された。しかし2日後には、「大坂は宿駅同様に商旅が多い」という理屈で、大坂町奉行によって「三ヶ所（新堀・曾根崎・道頓堀）」に「飯盛女付旅籠屋（のちに泊茶屋と改称）」が認められた。これは、茶屋が都市社会に構造的に定着した大坂の実情を考慮した政策であったが、事実上「三ヶ所」に茶屋営業の継続を認めるものであり、しかも、株仲間解散との兼ね合いで営業の独占に繋がりかねない旅籠屋の軒数制限ができないなど、統制としては不十分であった。実際、「茶屋町」の茶屋は、「三ヶ所」のうち幸町四丁目（堀江新地のなかで唯一「三ヶ所」に含まれた地域）の互いに隣り合う家屋敷に一斉に転宅した。このように既存の遊所を吸収・合併した巨大遊所を生み出しかねない状況が生じていたのである。こうした実態を踏まえて、翌14年10月に、「三ヶ所」ごとに食焼女（泊茶屋が抱える女性奉公人）の上限数を設定し、それに応じて泊茶屋軒数を制限する政策がとられた。毎年、「三ヶ所」内部の個別町ごとに町役人が町内の泊茶屋が抱える食焼女人数を取り調べ、惣年寄が確認するとされていたが、「三ヶ所」道頓堀の史料からは、食焼女の実数の厳密な調査は惣年寄・町役人レベルでも行われなかったことが窺えた。厳しい風俗統制が断行された天保改革に伴う政策転換は、同時に進められた株仲間解散との矛盾によって、かえって遊所の取締りを困難にし、実態レベルでは遊所の規模を成長させてしまったことを明らかにした。
