项目摘要

本研究では、HIV/AIDS分野から始まった「しきいの低いサービス」というアプローチを取り上げ、日本における薬物使用者他、偏見やスティグマの影響を受けやすい人たちにどのようにプログラムを届けるのかという問題に取り組むものである。本研究の最終目標は、ハームリダクションをも含む新しいアプローチの導入を再検討し、薬物使用の問題をもつ人たちに対するコミュニティ・ケアにおける、新しい支援観への道筋を開くことにある。そのために、日本国内だけでなく、幅広く他国の実践を調査する。2021年度は、COVID-19流行の影響によって生じた前年度の遅れを完全に取り戻すことはできなかったが、資料調査および実践者会議・当事者主催のオンラインイベント等への参加を通した事例収集を、日本（徐）、韓国（徐、黄）、ヨーロッパ（徐、酒井）について行った。研究代表者・徐は、国内外の5つの会議・オンラインイベントに参加し、研究目的に合った事例を選定し、関連資料を収集してドキュメント分析の対象とした。研究分担者・酒井は、主としてスイスにおける、薬物の問題をもつセックスワーカーについて支援機関のアニュアルレポート等を用いた分析を行った。研究分担者・黄は、韓国での訪問調査の下準備を行った。また、国内外の旅行が可能となったため、フィールド調整を目的としたカンボジア（徐、池田）および北海道・帯広（徐）への短期の予備的調査を実施した。カンボジアの予備調査により、東南アジア地域における薬物使用・HIV/エイズ関連の当事者組織および実践者連合組織とのコンタクトを得た。これらの成果から、次年度には、ヨーロッパ初の援助モデルを、それぞれの社会・文化的文脈でどのように取り入れているかという観点から、今後の韓国および東南アジア地域での訪問調査を準備していく。
