本研究の目的は、日台において、東日本大震災後のエネルギー環境政策に関する市民対話への参加意思と、対話文化および道徳基盤との関係を、社会調査により明らかにすることである。そのために、環境エネルギー問題を知ろうとする意思、無作為抽出型市民対話への参加意思、異なった考えを受け入れなくとも受け止め対話しようとする意思、そして協働する仲間の範囲と道徳観に関する測定を、インターネットパネルを活用した社会調査で行った。対話に対する態度の測定には、日本で行われてきた市民対話研究で使用された尺度を使用した。協働の範囲の測定には、世界価値観調査での信頼に関する質問を基に開発した尺度（異なった属性の他者に対する信頼比率）を使用した。道徳基盤に関する測定には Morality-as-Cooperation Questionnaire (MAC-Q)を使用した。2022年度には台湾での調査(N=800)を行った。また、2021年度に行った日本での調査データも用いて、日台の比較・統計解析も行った。主要な発見は以下の通りである。台湾人回答者は、日本人回答者と比して、環境エネルギー問題を知ろうとするより強い意思、環境エネルギー問題に関する無作為抽出型市民対話へのより強い参加意思、より肯定的な対話への意思、そして信頼比率から見てより広い協働の範囲を有している。信頼比率を有意に引き下げる他者の属性は、日本では教育、職業、そして経済水準の違いであり、台湾では宗教、政治志向、そして経済水準である。対話への態度と協働の範囲から示唆される開放性は、日台ともに市民対話への参加意思と正相関している。ただし、対話への態度に関して、日本では異論を話す態度が、台湾では異論を聴く態度が、市民対話参加意識と正相関するという違いがある。以上の結果は論文として国際誌に投稿・受理され、出版予定となっている。

The purpose of this study is to investigate the implications of public participation in environmental policy for the post-earthquake development in Japan, Taiwan, and Japan, as well as the implications of social surveys for cultural and ethical relations.
