膨大な手間をかけて多数の行政計画が策定されているが、社会の変化速度に比してそのあり方は旧来的であるとともに、貴重な人員労力を投下するにあたっての手間の削減や実効性の向上が求められる。本研究の目的は、比較的均質な対象範囲について多数の計画事例が存在する森林・林業の計画を主たる分析対象として、計画に関するの知見の普遍化を行い、真に実効的かつ効率的な行政計画が持つ内容・形態を明らかにするとともに、その策定・実行・評価修正プロセスに資するツールを提示することである。計画に記載された方針・政策自体を問うというよりも、計画自体（文書としての計画本体）のあり方に関して、行政計画の実効性改善や目標達成を支援することを目指す。本研究は大きく分けて、①行政計画（文）の類型化（備えるべき外形的特徴の抽出と普遍化）と、②PDCAサイクル等の適応的管理に資する行政計画検証支援ツールの確立と提供　の２段階に分けることができる。最終的には、行政計画についてその類型的評価や特徴として妥当な観点を確立・提示するとともに、それらを任意の行政計画について簡便かつ明瞭に提示したり、過去計画の検証や次期計画の修正を適切かつ容易に実施できるツールを提示することを目標としている。また、森林計画の実態が詳細に把握されることで海外の森林計画との詳細比較が可能になり、日本の森林計画制度の客観的把握と改善につなげることが期待できる。研究期間前半として①の作業を進め、森林計画学分野の特徴に関して論文受理に至ったほか、行政計画の一例ではあるが森林計画の外形的特徴、挑戦性（目標の高さ）と達成率の検証、目標達成率が低い際の評価総括の実態などについて分析を進めた。②の段階は進行中である。
