项目摘要

経済性と公益性を両立させる地域森林管理の模索のため、異なる森林管理方針の経済的特性とその実施コストを評価・推定できるモデル構築とシミュレーションを行った。シミュレーターの第一段階は「個別林分経営シミュレーター」と題し、一か所の森林(人工林)に対して、複数の管理方針下での収益性や雇用等の社会性に対する影響を見るものであり、環境配慮型の方針を採用する際の逸失利益なども算出可能となる。本研究のモデルは特に、木材伐採搬出などのコスト推定を丁寧に行うモデルとなっており、多くの既存研究と一線を画した現実的なものとなっている。一方、そのような一か所ごとの経営を積み重ねたものである地域全体のシミュレーションを行うのが第二段階の「地域森林管理シミュレーター」であり、多数の選択肢の中から森林区画ごとに一つを選び、地域全体での制約や実現可能性を満たしながら長期的推移をシミュレートする整数計画問題モデルである。現地調査として宮崎県・山形県で林業事業体・行政機関に聞き取り調査を実施し、シミュレーション想定対象地(山形県金山町)の現地踏査を行い、当地において上記2シミュレーターを適用し、多間伐非皆伐施業を選択しない森林所有者行動の合理性が存在することなどを示す結果となった。本研究成果の一部は、2010年8月の国際カンファレンス「IUFRO World Congress」や2010年3月・2011年3月の日本森林学会大会において発表した。本モデルは、複数の人工林管理方針において経済性を中心にその結果を予想するものであり、異なる森林管理方針の経済性比較を通じ、それらの政策的実現可能性と環境配慮型方針実施時の社会的コストを検討することで、実現可能な地域森林管理方針案作成モデルとして機能しうるものである。
